A gaming console with something more......................
8 core cpu@ 3gHz(16core gpu@ 700mHz) (64-bit)
4gb ram lpddr4
16 mp camera(dual flash like apple iphone 5s)
dual analogue sticks
led screen
5.2 inch screen
16gb inbuilt (expandability upto 128gb based on stata 3)
Quad antenna wifi @ 5ghz
Bluetooth 4
usb 3.0 based charger (lightning based)
Hdmi capable of 7.1 audio

now do you think it is possible to put this into a 7.5 inch wide portable gaming console say 7mm thick with a cost of 250 $ with a custom android (Edited from source with no custom ui)
if you don't get what I am saying is can we as tech junkies build a portable gaming console? can we beat the egos of tech giants can we finally get what we want !

not if all the people on toms hardware help out it will be worth it we can finally out beat the vita the ds and perhaps even the note 3 in terms of antutu and everything

the shield is outdated having useless technology in them what I am gonna do is the future imagine this a device with all capabilitys in one device gaming music etc all in a mobile device with the ability to connect to your tv or anything just read .................

I understand what your saying but the shield has everything on your list except the camera, 8 core CPU, and SATA expansion (has SD)

It also has 72 GPU cores. and a console mode now.

The cheapest 8 core CPU would probably be a ARM exynos 5 but that has to be in the $80-90 see the OUdroid-XU

A better choice would probably be the Tegra K1 instead. would make more sense from a gaming perspective than an 8 core.

8 core cpu +16 core gpu should out antutu it in comparison to the k1 plus iam expecting a chip like it to enter the market and I will be looking for enthusiasts for help designing it .

Not trying to be mean or anything but there are a few things you need to understand.

x86-64 chips in 8 core all need to be actively cooled with large heat sinks so they are out.
ARM octa cores do exist ex. the Samsung exynos octa. However they follow ARM big.LITTLE architecture. Other words they are a powerful A15 quad core paired with a low power A7 core all will likely continue this trend because it helps battery life which is what ARM is designed for.

As of this moment the K1 is looking to be the most powerful ARM chip that will be in production CPU/GPU wise the benchmarks are impressive.

The other thing is how GPU cores are counted. They are not counted the same way as CPU cores. For most ARM they follow Qualcomm's convention and simply label the GPU portion of the die as one GPU.
Nvidia however follows the traditional method and labels each individual core leading to the 192 core count in the K1 this is due to a design difference.

The K1 has Kepler cores (based on the desktop arch.) which should put it in a much higher position gaming wise than the GPU in the snapdragon etc.
however when need to see it in the final production version to make a final statement on that.

Basically what I am saying is that you need to get core count out of your head and start thinking about things like performance (graphics and otherwise) that will make sense for a portable gaming console.

I am going to tell you this -custom 8 core cpu clocked @ 3 ghz(64-BIT) and a 16 core gpu @ 700mHz plus all those parts are 10 times better than the vita ,ds and shield with a few good ports this thing can be good enough to run pc games on a portable device it is just a matter of time ,I personally think with enthusiasts help I can make it (financially and non-financially ). as per the NVidia k1 the fact still remains that it was being developed for over 5 years not to forget that they licenced apples dual core and bumped it up a little so they didn't do much but what I might be able to do will make a difference in a way imagine being able to play games on a console and not changing it for years it is awesome . btw big little sucks all eight cores on a high speed will be insanely cool.
