Solution
If you have a valid activation key (not the old OEM one), you can download the Windows ISO here:

Burn to DVD, and install.
A regular 4.7GB disk will work.

i factory reset my HDD with a version of windows 7 OEM because i want to put it into a new motherboard. With everything reset on the HDD will i be able to buy a copy of windows 7, put the disk in the cd drive, start my computer up and will windows begin the installation process? Or do I have to completely remove windows 7 OEM and then restart my pc with the cd in?

ok i guess there is a problem. Nobody sells windows 7 on disks anymore for stores within 50 miles. Here is a new question

On this new PC i factory reset the HDD right, so I have a new motherboard i want to put the HDD on but the OEM version is only compatible with my previous Motherboard. How would i be able to install an online version if I don't have windows in the first place...Do i have to burn the windows onto a CD or what? And if I do, what size CD should I buy. Like 8 gb, 32 GB, right now i have like 4.5 gb on the current blank CD's i have
