If it's a GX series definitely not. Anything else I would say maybe. The minimum requirements for a 5850 are 500W.
let me tell u d full story... Actuall i'm from india n i recently bro8 a 2nd hand radeon hd 5850 GC...my current psu is a intex generic 450w....i going 2 buy a new psu bt my budget is too tight....so i got an offer from my frnd he is selling his 8mnts old COOLER MASTER THUNDER 450W PSU at only 800rs....so i thought if it can handle my gpu tht....i'll buy it..plz help me frns....plz..plzz

sorry...!! Actually tht was a miss type....ok here's what i wnt to know finaly i going 2 buy d Thunder 450w bcoz r8 now i think 800rs is gud offer for tht psu....So can u tell me exactly wht will happen if i run my radeon hd 5850 on it...... Will it blow up my gc,mobo or any other part....or it can run will sm minor issues...

If the power supply is good quality, then it'll turn off if the graphics card uses too much power. This will generally happen when you're running a demanding game and the graphics card is in full gear for a while. Note that this doesn't happen when booting, only at full load.
If the power supply is bad, then all kinds of things can happen. Generally if the current is enough it'll work But if there is a power outage etc or something like that, the PSU may go out.
The power supply you linked is really only a 360W power supply. I wouldn't try to run a 151W card on it. Personally, I don't think you should chance it.
That's the tradeoff- since you're getting the GPU second hand(and it's nowhere near a weak one I'd say) you have to spend some decent money for powering it.

Your power supply will have a 6+2 pin probably. you have to buy a 8-pin to 2 6pin cable like this one:
