No keyboard or mouse power during OS install

Ok so im trying a fresh install of windows 8.1 on my desktop. Once the set up loads all the files, and the language screen pops up, power to the keyboard and mouse are cut off. Neither are responsive. :(

I searched online high and low and searched here and read through every forum post that i could find that was relatively the same problem that i was experiencing.

Checked all the bios settings - all good, problem still persists
Tried ps/2 m/kb (they get power but arent recognized when i try to use them.)
Someone said having two sets of mice and kb plugged into the system at the same time worked for them. I had noluck.

My main kb is the MS Ergonomic 4k
The mouse is a logitech mk508

Went out and got generic simple kb and mouse and still nothing.

So i popped my Win 7 disc and the same issues.

Please help!
 
Solution
Clear CMOS by taking the silver battery off of the motherboard, while PSU being unplugged.
Boot with free Ubuntu and see if that's recognized, if not then it's the motherboard or CMOS.

Ok that worked in bringing my mouse and kb back to life and being recognized by my pc.
But now for some reason my system seems to be running sluggish. Loading up windows files and setting up for install took way longer then it ever has!!
 
Ok, so turn everything off, unplug the PSU, take off the battery for 3 minutes.
Only have the keyboard and video plugged, no USB, no mouse.
Put the battery back, boot into BIOS, sent it to AHCI, make sure anything related to PS/2 or keyboard or mouse are enabled.
Restart, go into desktop.

I forgot that you should be praying throughout the process.
