PC doesn't work with RAM

Hey, so I just built my first PC, and it won't start. I checked everything,and looked up the most common solutions with no luck.The CPU fan always starts up, stops, and repeats. But this only happens when the RAM is inserted. All fans power on and continue to work when the RAM is not inserted, but obviously the computer still will not start. I'm pretty sure my motherboard should be compatible and that my PSU is giving enough power and is not faulty. I'm just checking to see if this could be due to another issue rather than a hardware issue before I start sending things back. My specs:
CPU: Intel Core i5-3470 3.2GHz Quad-Core Processor
Motherboard: ASRock B75 PRO3 ATX LGA1155 Motherboard
RAM: Crucial Ballistix Sport XT 8GB (1 x 8GB) DDR3-1600 Memory
PSU: Rosewill Capstone 550W 80+ Gold Certified Semi-Modular ATX Power Supply
Video Card: Asus GeForce GTX 770 2GB Video Card (PC ran with GPU and RAM not installed)

Thanks in advance for any help, and sorry if this has been answered, but I did try to look it up already....

I've tried every slot so I know it's not that, but it could be the RAM's not compatible. I thought I'd check though if it could be something else before I get another one.

My motherboard did not come with a speaker unfortunately. I have gotten a new memory that is on the compatibility list, and removed the motherboard from the case. I tried starting it with nothing connected, but CPU, GPU, RAM, and obviously PSU, but it still didn't work. Again, though, it doesn't restart with the RAM removed and just the CPU, GPU, and PSU.

Hmm, ASRock gives a code for 3 beeps & 5 beeps, But I remember that 4 beeps*CAN* be a memory issue, same as some boards that have a 2 beep memory code. You don't by any chance have another stick of DDR memory to try, do you?
