Changing BIOS voltage to GPUs

Hi,

I've spent the better part of today researching this, and am at my wits end. Hopefully you guys know what I'm trying to ask.

What I'm trying to accomplish:
I have 3 XFX R9 270 GPUs connected to a M5 A97 2.0 Asus motherboard. I'm trying to reduce the VDDC on the GPUs to reduce wattage.

What I've tried:
I've looked high and low for a program that allows me to edit my BIOS file. I've found VDE7, but it doesn't recognize my .CAP file (Asus now uses .CAP instead of .ROM). This means I can't open it to edit it in VDE7. I've tried a bunch of other programs designed to allow you to edit BIOS settings, but none seem to do what I want.

What I need:
A program like VDE7 that allows me to open a .CAP file and edit the VDDC settings of my 3 GPUs.

Does such a thing exist?????

Yeah MSI doesn't let me alter the voltage settings.

Maybe there's a way to convert .CAP to .ROM, edit it with VDE7, then convert it back to .CAP and flash it to the bios?

I did finally get it working. It looks like the problem was with the ATIFLASH app itself. I think it might have been a permissions thing, actually. The first time I flashed to the gpu's with atiflash, it worked, but then when I wanted to flash over my previous flash, it wouldn't work. I installed ATIWINFLASH, ran it through Admin CMD mode, and it worked like a charm.
