Good network connection, High latency, only my computer.

Okey.. So here's my issue.
I've been reading some of the threads here and couldn't figure out MY issue.

I've been trying out a new connection and are expecting a much better connection within 2 months.
I'm at my friend's place with high connection and there's no issue with the latency with his computer, but on my computer it seems like I get high ammount of latency/ping all of the sudden.

I got Cat6 cable, Intel(r) 82583v gigabit network ethernet port and had it updated several times + the other important hardwares like Motherboard and such.
I've had the hard drive searched for infection and got 18 found and removed.

I haven't had much of an issue like this, ever, but it just started for 5 days ago.

When I start a game, whatever it is it have this issue.
There's no downloading, no streaming or so which could affect my connection at daily basis, but somehow I have high latency most of the time.

The normal latency is at 38 but increases up to between 200 and 500.

I've checked the most of my softwares, BIOS, Cables, hardwares, router and such but no luck.
I've tried with several network softwares to control the latency, reduce it or check what's being used to increase the latency.

He got quite a stable connection to whatever we play, but when i play the same server or game he does, my latency gets increased alot, but he ain't being affected at all.

I haven't experienced this issue before nor have i heard of this before.

I have attempted several CMD tests, connections at speedtest.net and such.
He gets 25mbps down 5-6 mbps up, I get 20mbps down and 1 mbps up.

Is there anyway to get this fixed without re-installing my computer completely?
