can a chipset cause a bottleneck?

Can a low end chip set cause a bottleneck to a high end GPU, CPU, and RAM?
I will be getting a low end motherboard that is equipped with a entry level B85 chipset. I will not over clock. This board is only around $80.
But I will invest my money into high end CPU and GPU. I got an i7 4770K. (I got the K version cause it was on sale). I will get a good GPU later. The board has one PCIE 3.0 x16 which is enough for me. (I'm not doing dual cards). I only need 8gb ram and the board supports 16 so that's good. So the real question is, will I be able to use the 4770K at it's full potential without the low end b85 causing a bottle neck to the CPU?

I'd hold off till you can get a Z87, no sense in getting a K model then not being able to use the unlocked CPU (and it has it's points, longevity wise even if not thinking of OCing now, the 4770K can OC to 4 GHz with no more than changing the multiplier)

Yea, I will get a z87 later when I make a new build. I'll just reuse the processor.
As Ii said, I got the K model on sale. It was the same price as the non-k model, so it's better to just get the k model. I'm not overclocking, so a z87 is not really needed for me.
