wiping a hard drive and getting windows 7 back

ok so i have a brand new computer with windows 7 64 bit that just got a homeland security virus. i want to wipe the hard drive(how). will this get rid of the virus even when i get the same windows reinstalled(how). so how do i get windows back, i have the cd pack. thank you

If you really want to do this then if you have an ssd do a secure erase. If not then simply pop the Windows disk in and follow the instructions. You don't have to do the secure erase but I just recently re installed windows and did. Put's the ssd back to factory state
 
Just back up your files onto a USB (if there's valuable stuff) (any storage that was originally empty so nothing else gets infected)
Get your Windows CD and put it in the DVD drive
Set boot device priority to DVD drive
Go through the Windows installation process
Format all drives
Make partitions according to your preference
Update Windows and get drivers
Get anti-virus
Plug the USB back and scan it immediately

when i follow steps to remove the homeland it shuts down when loading files when booting in safe mode what should i do and does the virus follow the windows product i have or is it just on the hard drive i have?
 
It is usually attached to some files or location on your HDD.
Go into Safe Mode and run your anti-virus.
If that doesn't work go into a rescue mode if your anti-virus provides one and scan again in there.
or you can try booting Linux and scan your mounted HDD.

I'm very confused on your steps. can someone just tell me the best way to securely wipe a hard drive without needing to get into the os. after that i can just install windows again just like i did the first time right?
 
You wipe it during the installation process (technically after).
Go into the installation process and after the first few steps it will ask you to choose a primary partition, this is when you select all drives and format them. Then you create partitions after formatting. And then you select a primary partition.
