Can a gtx 660 run on my system

It can but to run gtx 660 you need a 450w watt psu. Unless it's a good quality psu I wouldn't recommend to use gtx 660 with 400w psu. So can you tell me the full name and the rating of your psu?

A Geforce GTX 660 needs at least 24 amps on the 12v rail and a 400 watt - 450 watt power supply.

your cpu has a tdp of 125 watts
your chipset/memory tdp is no more than 80w
this is 329w you didnt list the make/model of your psu but i doubt it will run a 660. also one 6 pin pcie psu cable to power the card and i doubt that a 400w psu has that either. do you have a budget for a new psu?
this one is 50 dollars and would be great for your system and is tier 1 and quality build

You should upgrade your PSU anyways because it is unreliable. The brand is not good and using a wattage that will barely make it is risky. Is it possible to use a GTX 660 on it? Yes. If you have the spare cash I would invest it in a better PSU (preferably Corsair or Seasonic, although there are other good brands out there too).

your setup at full load with card is 27.42a
aince this is a cheap psu and is likely not pushing what it is supposed to i doubt your setup could handle a 660
