You should upgrade your PSU anyways because it is unreliable. The brand is not good and using a wattage that will barely make it is risky. Is it possible to use a GTX 660 on it? Yes. If you have the spare cash I would invest it in a better PSU (preferably Corsair or Seasonic, although there are other good brands out there too).

your card consumes a max of 124 watts
your cpu has a tdp of 125 watts
your chipset/memory tdp is no more than 80w
this is 329w you didnt list the make/model of your psu but i doubt it will run a 660. also one 6 pin pcie psu cable to power the card and i doubt that a 400w psu has that either. do you have a budget for a new psu?
