New computer for a websurfing father

Hi guys, my father is looking to get a new computer because right now he's using my brother's old computer which is pretty old (7-8 years iirc). He showed me a couple of store flyers but nothing was really interesting and I told him that building his own (with my help on the actual assembly) would be much cheaper.
He doesn't really do much on his computer other than websurfing and watching movies, but I don't really know what parts would be cheap and still reliable (He probably won't upgrade his computer for a while)
We live in Montreal so I would prefer stores located in Canada
