I Want To Play High Graphics Games ....... So, I Decided To Buy Geforce GTX 650 Ti But First I Want To Ask That Can My Pc Handle It Perfectly?
My Pc Is:

HP DC7900 Small Form Factor

Intel Core 2 Duo E8400 3.0 Ghz

Intel Q45
..............
Ram 4 GB DDR2
...........................
PCI Express 3.0

Power Supply 500 Watt

Your system can handle it. It will not fit in your case. GTX650 Ti is a dual slot card for ATX motherboards. Your PC uses a BTX (basically the exact same except flipped to the other side of the case), which has the PCIE slot as the last slot available on the "left" and the GTX 650 Ti would need an empty slot to the left for the cooling/exhaust.

Also note, in the small form factor case I believe you are limited to low profile GPUs. The GTX 650 Ti is full size although it is short.

Can you specify which games and level of graphics you are aiming for? Also what resolution (like 1920x1080 etc...)

The low profile aspect is going to limit you in the more GPU intensive area. Not many mid-high end GPU's are available, it's mostly low-mid.

You simply won't find a low profile card that can play (with anything more then 15-20FPS at LOW settings if at all) COD Ghost, Batman arkham origins, resident evil 6 and need for speed rivals. Sorry.

You can check you specs (with that R7 240 I linked) at sites like: Can I run it or Game-debate.

COD Ghosts most likely won't run at all with that GPU. Batman, Res. evil 6 and Rivals would have to be at their lowest settings possible to run. MW3 may work at medium though.
