Hello I already have a gtx 770 in My PC right now. My parents have told me I can have $250 for a new part in my pc. mY CURRENT BUILD IS:http://pcpartpicker.com/p/3bjBz. I want to get a gtx 465 and turn it into a gtx 470. I am wondering if I can flash the bios to a 470 on this card???

Why exactly do you want to waste $250 by adding a GTX 470 to a build with a GTX 770? If anything get a better motherboard and CPU. You are already 100 watts underpowered for the build you listed and that poor 450w power supply sure can't take another GPU.

Beefier power supply, bigger SSD, better board and CPU.......there are all kinds of places to spend money on that build. Getting a GTX 465 and trying to turn it into a 470 is about the same as setting that $250 on fire. Complete waste of money.

With a $250 budget you can do such much better than a GTX 465 or 470. And you already have a GTX 770 and you won't get better with your budget. I would upgrade something else or nothing at all, it isn't worth it.

What better CPU mines the best FM2 one. Can't get a Better ITX mobo. Stuck with ITX for the space I have to Put it in. I also Accedentaly listed a 450w psu instead of the 550w version.
What should I upgrade???

You only have room for one graphics card..so why would you *downgrade* to a 465 just to (possibly unsuccessfully) flash it to a 470?
That is literally burning money.

Get a bigger SSD, or hell, buy a new 120Hz or 144Hz monitor for that 770. Any idea would be better than buying a 3 year old graphics card just for shits and giggles.
