Okay so here's the problem.
I wanted to build a HTPC so I got together some parts and quickly assembled a PC. For the CPU, I chose the 6800k APU from AMD.
I got everything up and running, but something weird kept happening when I downloaded the drivers for the APU.
It's kind of hard to explain but what happens is whenever a window or a game comes onto the desktop, the text or whatever is being displayed becomes stretched and distorted and it keeps stuttering. I've called up AMD Support and they said its either a conflict between the MB Bios and the APU or it's just a faulty part.
I've updated everything I could find (except the APU of course) so I highly doubt it is a problem with any of the other hardware and the problem doesn't occur when I don't do anything on the desktop.

CPU/GPU - AMD 6800k
RAM - Corsair Vengeance 2x4GB
PSU - Cooler Master ???
Storage - Samsung EVO 120GB & WD Blue 750GB
