Metro last light low fps on new system

I finished building my new system, while trying to play metro, at time during heavy gun fights and such the screen barley moves.

I5-4670k
Asrock z87 extreme6
Corsair vengeance pro 2x4
MSI GTX-770 2gb
Coolmaster storm trooper case
Windows 8.1

The system is not over clocked at all yet, I have run mem test with no trouble. The MB bios is the newest and all drivers are up to date. According to Nividia g-force experience I should be able to run on max settings. Ihave run with SSAA off, have run on medium, not a whole lot better. My system temps are good, any suggestions would be great thx

Assuming your on 1080p, somethings up.

Have you tried uninstalling drivers with 3rd party software in safe mode, then re-installing?

No I haven't any suggestions on software to use? and which drivers? all, just video? thanks again

I deleted and reinstalled drivers, I only had about 5 mins to try it out but seemed better. This is a noob question but is there a good program I can run to make sure my gpu is running properly?
