Minimal GPU for any game

I want to know, what would be the cheapest graphics card to run any current game on minimum settings, and resolution with around 10-30 fps, if other components were decent enough to run higher detail settings.

Lowest price is important here.

It doesn't matter if the card isn't labeled as gaming card, It just has to be able to run the game on bare minimum with lowest resolution on 15-30 fps. Simply just run the game.
