Gta 4 low fps. PLEASE HELP

Ok so i just ugraded my rig. My specs are :
i5 4440
8 gb ddr3 1333 ram
R9 270 OCed to 1050 Mhz

Well i didnt download any patch nor did i upgrade my gpu drivers. Actually ill do it when i get a proper net connection. My resolution is 1360*768 . So i should be getting 50 + fps with everything maxed out at that reso. One thing i noticed was at lowest settings i get the same fps as that when everything is maxed. Im so confused. I get 25 - 50 fps. It drops suddenly and again rises.

most likely your hd now that i see that.. i'm telling you brotherman.. this game is terribly made for pc.. it has soo many problems. i wish i could give you another solution. im not very familiar with amd cards, turn on vysinc, consider upgrading your pc to an ssd. you would be amazed at the performance gains you would get.. you can get them on fleabay for less than 150 for a nice one. Tigerdirect or newegg.. i suggest the INTEL ones. i've never had a problem with a single one so far and i have 12 of them.

It is normal for FPS drop and rise. Do you have your GPU set to a max FPS?
Go into your GPU's utility and set everything to best performance ad turn off all that power saver stuff.
That will bring your FPS up. Make sure your GPU does not have a max FPS set.

Yes it is turned up. At my resolution my frnd using a gtx 660 (not oced) and i5 4430 got constant 50 + rates at same settings. D: I felt so annoyed. Will upgrading drivers help ? :''(

Upgrading your driver is a good idea. It will improve performance a bit.
Also having a freshly installed drivers is good. It will help rule out software problems.

DUDE, we are not going to help you unless you atleast listen to what we are telling you. no it is not capped. gTA iv is a very heavy game to run. do your drivers then get back to us.

Do you get any bad lagging? If not then FPS is not big deal. It's just a number.
If the game is lagging and stuff then your FPS will matter. The game appears to be very demanding.
You GPU may not be able to get any better performance. Set all of your GPU's setting the best performance.
That should help.

yup like i said, best thing you can do is look around in forums or google which driver version worked the best for gta iv. Do you have a decent hard drive? 100% though the game is poorly made for pc. lets hope for a better gta5!

O.O Dont say that my GPU is not capable of handling it. After overclocking it beats the 7870 and by resolution iz also so low. My hard disk is 180 GB. It is around 5 yrs old :C

GTA 4 is not properly optimized for pc it is more of a cpu intensive game...even on my i5 2450m it stutters....here's a fix i used
1.Go to start and click on run.
2.type msconfig.
3.once in msconfig go to services tab.
4.in services tab,uncheck Windows event log and Windows event collector.
This some how fixed my lag issues and gave me a boost of5-8 fps....hope it helps!

Guys thank you. I bought a new 1 Tb hdd and now with everything maxed out (anisotropic 16x as well) i get 60+ rates :D Defy your method did increase the FPS as well. Thanks.Even crysis 3 runs super smooth at max now @_@. It was my faulty hard drive. :/

I agree with tc983x.! If you get the money get a 120GB SSD. 60GB is a little small if your are not running RAID.
The difference is like night and day. Load/boot times cut by 50%, Game performance much better, Programs run a lot faster, ETC.
It is 100% worth it. :)
