What do you mean "fix"? To turn back on? Try enabling it through the control panel. Or better yet, install another, free antivirus software. Anything like AVG, Bitdefender, Comodo or Avast will arguably be more effective at protecting your PC than Windows Defender.
However, if you can't re-enable Windows Defender, you may still have malware. However, check to make sure another antivirus software isn't running. For instance, if you installed Malwarebytes and enabled the Pro trial version, it might be set as your default antivirus and Windows Defender won't start. Also, to make sure it's just not a corrupt/missing file issue, first try reinstalling
Windows Defender. If you can enable it after a new installation, you probably don't have malware anymore and can safely move on to safer free antivirus software like the ones I listed above.
If you still cannot enable Windows Defender after the fresh installation and antivirus juggling, you may still have malware. Try different
malware scanners.
