Does the computers CPU speed matter when choosing a graphics card?

I have a 1.60 GHz processor (Intel-Celeron) and 2 GB of RAM installed. I want to purchase this Graphics card: http://www.amazon.com/XFX-Radeon-Profile-PCI-Express-ON.... I doubt that this is compatible with my pc. My pc also has a PCIe x16 slot on the motherboard. Please tell me if it would be compatible and if not, provide me with info on how to choose a compatible graphics card. Thank you!

you should probably post both your mother board atleast however looking at that card it probably should work fine.

Yes it does. But since you are pairing a weak CPU with a weak card it is an ok fit.
