I need help with my PC, new pc low fps.

Okay.. i have a big problem. who can help me... is really really good.

I have this PC

CPU: AMD Athlon 2 x4 640 @ 3.0 ghz
GPU: MSI ATI HD7750 v2 1gb ddr5
MOBO: ASUS M5A990X Evo R2.0
RAM: Corsair vengeance pro 1866 mhz cl9 2x4gb
Enough cooling system, cpu never pass 40 deggree and gpu 45-48 some there, mb never pass 37.
PSU: Corsair GS700 700w

HDD:
1x Wester digital Caviar blue 320 gb 7200 RPM
1x wester digital SE 80 gb.

My problem is that i can't play at 1280x1024 BF 4 with all settings maxed out without Antialiasing.

i have around 12-20 fps sometimes. i have WIndows 7 Ultimate x64.

my friend have this system and run BF 4 MUCH MORE BETTER and i don't know why...
His sistem is:

CPU: Phenom 2 x4 945.
GPU: Sapphire hd 6770 vapor-x 1gb ddr5
PSU: 650 w psu chiftec
Mobo: ASUS m2n-e sli deluxe
RAM: 2x2 gb corsair xms 2, 800 mhz cl5
good cooling system
HDD's
1x 80 gb hdd western digital se
1x 160 gb seagate baracuda.
Windows 7 ultimate x64

i put his CPU and GPU to mine and nothing improved. drivers updated, very clean OS, and i keep my HDD's defragmented. i dont know why my system won't work. I don't overclocked, and don't have enabled cool'n quiet, c1e, or other tehnologies that throttle my system power down.
my cpu work around 60%. my gpu 80-90%. i also put my gpu and cpu to my friend and worked awesome. even in other game he have better performance. his gpu is weaker, his cpu is almost the same, i am ddr3 and 8 gigs, better mobo, and nothing...

Your GPU is quite weak for heavy gaming, but it is more powerful than your friends build and your resolution is so low that you should be able to get decent frame rates at good settings. Your CPU could be holding you back though. Your friend's CPU is much better than yours and at low resolutions the CPU becomes VERY important.

Motherboard does not affect performance at all so it is not that. The RAM should not matter either as most games run the same with 4gb or 8gb, especially at low resolutions.

Is your copy of Windows and all other programs legitimate?

i have to repeat myself. i took his cpu and put it to my mobo, the bad performance still remain, i put my cpu to him and work smooth , around 70-80 FPS..
don;t tell me that my cpu is to weak because is not running at 100% when i play a game, even my gpu isn't. where my GPU have a problem is 1920x1080 with 4 antialiasing, yes there can't hold up. but without AA, he can hold up more than 50 FPS.

i have updated yester day my drivers, and tryed also on a MSI military clas 1 gd 65, and had to spend money on this mobo thinking that MSi is rubbish...False.
I always have updated my drivers, I check amd Site every 1 or 2 days, i have 14.2 or some like taht is from 2014 1 mounth ago.
