This is a link to a PSU calculator. It allows you to plug in every component that you have and lets you know what the minimum wattage PSU you can have. Right off hand, I don't think you would have a problem, but use the calculator to make sure. :)

they dont have r7 265 :/

It only requires 95 watts, so take the total of your power consumption needed (minus the graphics card) and add 95 watts to that. That will give you the minimum wattage for a PSU.
 
For a system using a single Radeon R7 265 graphics card AMD specifies a minimum of a 500 Watt or greater system power supply. The power supply should also have a maximum combined +12 Volt continuous current rating of 26 Amps or greater and have at least one 6-pin PCI Express supplementary power connector.

Total Power Supply Wattage is NOT the crucial factor in power supply selection!!! Sufficient Total Combined Continuous Power/Current Available on the +12V Rail(s) is the most critical factor.

another question is that r9 270 and r7 265 have the same tdp still can i go up to r9 270?

and in that chart that u gave me it said Haswell Compatible: No i have a haswell o_O
core i5 4570
 


If you don't want to buy a new Haswell compatible PSU then disable the Intel low power states in BIOS:

ASRock UEFI Setup Utility ==> Advanced ==> CPU Configuration

CPU C6 State Support [Disabled]

CPU C7 State Support [Disabled]
