If I get two partitions (C and D) and only get 100 gigabytes on C, do I still need UEFI? (OS will be installed in C)

UEFI is the newer type of BIOS.... I don't see what you mean.

I have never partitioned a Hard Drive so I don't know what I'm even doing answering to this

Legacy BIOS limits the boot drive to max of about 3 GB. UEFI breaks the limit.
I don't think partition will make legacy BIOS recognize it, because BIOS will still know that it is a 4 GB drive no matter how you partition it, only OS knows the partition.

I agree with IDontUnderstand. At BIOS level the partition sizes are ignored. So you still need to use UEFI to get around the total capacity limit of a legacy BIOS.
