Why doesn't GTA 4 run well on my system?

I have a AMD FX 6300 cpu, nvidia GT 640 3 GB, 8 GB of ram, 300 watt psu (needs to be upgraded, i know)

this is beyond the recommended specs but the game runs terrible and wont let me full screen the game as it says it will use up to much resources. it has the screen locker somewhere between 800 x 1000 or 900 x 1100. it has forced most of the settings on low. Well to be honest it doesn't run terrible i get good frames but the quality is so low that I know i should get better. I just picked this game up and installed the latest patches and it still wont let me change the settings. What can I do?

because it has shitty optimazation i mean if you turn it up to max 1080p with a gtx 680 you will strugle to get 50fps i know there have beens some mods to optimize it

Did you drop the graphics to bare minimal?

The GT 640 isn't really a gaming card, so I wouldn't expect much from it. However; I do run it "well" on a Pentium Dual 2.93 with a GTX 465.

That game runs like a dog on any system. Shoddy console port. Also your gfx card isnt helping matters.

465 significantly out performs the 640 in Passmark at least, I'm going to go with all of the above. Bad Card + Poorly optimized game, it never really does run "well"
