How much would it shorten the life time of my GPU if I had the fan always at 100%

Obviously, I'm not going to do that, but I do have a pretty aggressive fan curve and I was just wondering how much does it wear down?

Also, how come it's running at 17% minimum even at idle? I have the curve set up so it should be at zero until it heats up enough.

The fan life time may be a bit shorter, but not much at full speed. It is part of the design. I have seem many older high speed fans just keep on going for years.

As for shutting off the fan, PWM fans are not supposed to be able to shut off. The standard shows that they should have a minimum speed and stay at that below the lowest supported duty cycle(so lets say the fan has a 30-100% range under 30% will just run it at 30% anyway). If no duty cycle is received, most run full speed.
a lot of things won't do zero. you need a minimum fan. and don't just turn your fans to 100% just because, monitor and see if it even needs it. if 75% keeps it a 70c under load, and 100% keeps it at 69c under load, I would go 75%. test and experiment.

But running a GPU fan at full all the time would probably wear down the fans somewhat, depending on the quality of the fans being the major factor. in the old days where GPU's had 1 little tiny fan running, they weren't meant for prolonge usage. nowadays i think the fans are better and can handle it a lot more, especially in a higher end card.

Thanks for the answers. As I said I'm not or do I intend to run them at 100% all the time.
I have the GTX770 Windforce. So theoretically if I were to keep them at say... 75% all the time how long could they take the wear for? Your best guess? Just trying to get a general idea.
 
There is no number. Take what the fan is rated for in life hours and that's roughly it. no one knows what every single fan's lifespan is. If you're not a heavy smoker/don't have pets/your pc isn't full of dust/hair/etc, then your GPU fan's will probably outlast your GPU no matter what speed. They'll be fine. If you smoke 3 packs a day at your PC, have 9 cats and your side panel off, well, your whole system is going to be sticky and furry.
