Kernel Data Inpage Error Prevents My PC From Starting Up.

I'm running Windows 7 on a Dell Inspiron 1525 labtop. One day, I decided to restart my computer, and everything was going fine with the Dell logo showing up, but once the "Starting Windows" logo appears, the screen gets stuck on that for a couple of minutes and then that's when the "blue screen of death" appears, saying that I have a Kernel Data Inpage Error. I've restarted my computer numerous times but the same issue keeps happening, even when I go in the SAFE mode. This prevents me from actually get into my computer. I've heard a lot of solutions but all the ones I've heard of involves downloading a program, which is something I can't do due to fact that this issue is preventing my computer from starting up. Does anybody have any ideas on how to work this out?  Your advice would greatly be appreciated. Thanks in advance.
