Build me a $700 video editing computer?

I'm getting my tax return soon and want to put it towards a custom built computer. I really want an ssd in the build, but a 7200rpm hdd wouldn't be that bad. I'm new to this and every time I try building one I build one for about $3000 lol. Any help would be much appreciated, and preferably something that I can continuously upgrade. You guys always seem to post great ideas and am really loving this site. Any helpful tips or criticism is greatly appreciated! haha

i was originally going to post a quadro but the only one in your price range only has 64 cuda cores and that is what you need most

I don't game at all on my computers. It's up to you guys. If you'd be generous enough to build one I'd appreciate it, or you can recommend me parts and I'll start building a list. I'll absorb all the info you guys give me.

the 750 ti only has 640 cuda cores the 650 ti has 768 cuda's so you should see better performance out of it.
