Desktop Settings Don't Seem to Save

This forum seems rather successful with issues, so I will put another one before you. Some time ago I was running RegRun (RR) on my computer, when it got corrupted by a virus. So I uninstalled it. I found out later that RR locks up the desktop.ini file somehow—and it's still locked. When I examine the contents of desktop.ini (inside of a folder desktop.ini), I see—

[.ShellClassInfo]
ConfirmFileOp=0
NoSharing=1

Then there's a "file" inside the desktop.ini folder named— lpt3.Drive_is_protected_against_flash_viruses_by_RegRun

Here's the problem—
1) My mouse settings don't get saved when I shut down, even though it claims to be saving.
2) The desktop wallpaper is default to "none." I can easily change it to whatever I want, but it doesn't last. At some point soon thereafter, the screen refreshes itself and the wallpaper goes back to "none." If I restart Windows immediately after setting the wallpaper, the wallpaper is there during the initial stages of start-up, and then it goes back to "none." I also have to run the mouse app and click "OK" before I get my desired settings back.

I tried several remedies that I found recommended online but none have worked to solve this annoying problem. Before and during RR operations, there were no problems. But since RR got corrupted and uninstalled, these problems then surfaced. I am now at wit's end, and if no one knows a satisfactory remedy to this, I'm resigned to this annoyance.
 
Have you tried editting it in safemode as admin? You could also set it to whatever you want then make it so only you and the system can make changes to it. Another option would simply be to replace the desktop.ini file with a completely new one via creating a new user account.

I think that last option might be a bit risky due to windows user account security and what not, but its worth a shot. Keep your old desktop.ini as a backup just in case.

I didn't record what I tried specifically but it did involve going into the registry and setting some values. I also went into the display properties and locking the desktop after setting the wallpaper—to no avail. There is some process that refreshes the desktop and it returns back to the default.

My desktop.ini seems to be devoid of any useful data, as noted earlier. Creating a new desktop.ini might be a workable solution.
