Bios Settings Configuration

If the bios settings detect hard drive, RAM and CD rom, does it mean they are properly functioning?

It is a new build and the reason was for the "boot failure: system halted" i'm getting when I power up the PC. I was boggled by the fact that bios detect those components and not booting properly. The new HDD does not have an OS and won't let me install due to error. I'm trying to rule out what's causing the boot failure. I know there's a lot of reason for the error but trying to solve the obvious ones hard drive, RAM,...etc. I guess from what you guys suggested it doesn't really hold water. Maybe you guys can shed some light...a little?...lol.

here's what I have:

I have an new IDE intel board D845PT but an old stock, new HDD w/o OS, new 2gb of ram, new AGP card and an old dvd drive. The mobo I guess works fine as I am able to get into bios using the jumpers to configure...or not necessarily? After much playing around with the bios trying to resolve issues, boot priority and checking connections...no luck.

I guess it comes down to checking HDD and RAM if it's working properly. How can one check quickly?

FYI:

I hooked up and old HDD with windows 98 OS to see if that will boot. It did but got a message in safe mode stating insufficient memory to run windows. Is that an indication of a bad RAM?
