Quiet, Strong CPU Cooler for Haswell that won't block RAM

I've got myself a 4770K Haswell and Asus Maximus Hero motherboard to go with it. Now I'm looking for a CPU cooler out there that has the following properties:
1) Quiet. Doesn't have to be silent, but preferable no higher than 30-32db (in real-life, not marketing spec sheet)
2) Strong enough to support a modest overclock to ~4.2 or so.
3) Does not block access to RAM - it needs to allow me to reach in and remove sticks of RAM without having to remove the fan first.

I've been having a hard time finding a cooler that will satisfy all 3 of these. The Scythe Mugen 4 was my top choice for awhile, but it seems like it's just too big.

Does anyone have experience with something that satisfies all 3 of these requirements? I've been looking at tons of products, but haven't been able to find a slam dunk yet. Perhaps it's time to consider liquid cooling, although I'd really like to stay within the $50 price area.

Another very good option:

Cooler Master Hyper 212 EVO

- Very compact fin pattern
- Excellent performance for size and cost
- Can be rotated 90 degrees to mount flowing up or back
- You can also mount the fan in either push or pull to un-block RAM slots (* SAME performance whether in push or pull)

The only thing I can think of with more clearance would be water cooling, such as an H80i, H100i, X40 or X60, depending on your case vent sizes and vendor preference.

Thanks for the advice, all. Micro Center had a rebate on the CM Hyper 212 Evo so I drove over after work and picked one up. It should be suitable for my purposes, but that Phanteks intrigues me as well. I set a price alert and might check it out if it ever goes on sale.
