Will Ubuntu 14.04 have UEFI enabled? I am building a pc to run minecraft with shaders and don't want to spend an extra 90-100$ on Win8, but at the same time would like to overclock my cpu. Will I be able to install Ubuntu with UEFI?

Overlocking is generally done in BIOS/UEFI, does not matter what OS you have. So as long as your motherboard supports it, then yes.
