.ive got a problem my laptop doesnt let me open any .exe files or applications on my laptop ive tried running as an admin and it says access is denied ive also tried going to the file location and trying it from there but it still says access is denied its also turned my windows defender and anti spyware off and when i try turn that on it says action center cant turn it on try again later PLEASE HELP i would upload a screenshot but i cant operate this website so havent got a clue....
NOT LETTING ME OPEN .EXE FILES OR ANY APPLICATIONs

Sounds like you have a virus/malware. I would attempt to boot into safe mode and try to run your antivirus scanner and Malwarebytes as well. I would try to download Malwarebytes on another computer, put it on a mem-stick, then transfer it to the infected system while in safe mode and run it then.
