Let's Talk Ping

Ok, so I've recently been looking into ways to lower my ping, and haven't found any, other than changing ISPs. Which in my case I don't know if it would help because I have Charter, which is the best ISP in my area (The other options are WoW [Knowledgy] or AT&T).

Why I Want A Lower Ping---
I play competitive Call of Duty and I'm pretty good at it, but as Competitive gaming is growing, atleast on consoles, so is the term 'Warrior". A warrior is someone who has a very low ping (0-10) and will 9/10 destroy you in a 1on1 gunfight because his ping is, for example, 10-15 to the host and mine is 50-55. This may not seen like a big deal, but in CoD it's enough to get killed or get you a kill.

My Internet Situation---
I have charters "Basic Plus" package, which is 30/4 and my ping to the closest SpeedTest.net Server is 25. Now I completely understand how ping works. That if I'm playing a guy down the street, my ping will be lower and If I'm playing a guy across the country my ping will be higher. I've been told upgrading to the 100/5 plan won't change my ping and i've also been told that upgrading to one of Charters business packages wouldn't change it either. (Which btw Charter says on their website they offer up to 10GB/s Down :O, Google Fiber is 1GB/s Down. Idk if they're just blowing smoke or what, but that package is like $1000/m) Anyways, my buddy recently upgraded to a business package in his area, which he said is like a TWC/Comcast combination?? and his ping went from an average 30 to a 2, and that's not just to the closest server. he pings 25 to canada, I ping like 250 to canada. He also said the Tech guy setting it all up said that with residential internet service everyone pings to a local server, then it's sent out to the host, but with his business package it pings to his telephone line and out to the host. Not sure if this is true or not.

So the question is, would upgrading or changing my internet in anyway change my ping? obviosly it would, but you guys are the smart ones. So, do I start looking into upgrading to business? (Less Up/Down for more money, but possibly a better ping) or Upgrade to the 100/5? or look into switching ISPs.

Also, I don't care about Upload or Download speed because I'll still have my 30/4 which is sufficient for me. this will be a 2nd line.
 
I think the best you can do, other than asking each respective company, and perhaps your neighbors what sort of ping they achieve (I imagine you'll get funny looks from the neighbors (-: ) is try each service for a month and see just what you get. I seriously doubt any ISP is going to guarantee you a particular ping, as it's hardly necessary to do so to achieve a given bandwidth.
