would the CPU temps drop if I set the maximum processor state to 50%

I have a gaming laptop, I have read somewhere that if I set the max proc state to 50% temps would go down and that most games do not need the 100% proc state, 50% would be enough for most games.

Is this true ? should I set the Max Proc state to 50% ?

Most games but not all games are restricted to 50% cpu usage.
In idle state cpu usage will be 0%.So you will not see temp.drop in this case.
On restricting cpu usage your cpu temp.will not go high under load but performance will become sluggish
So dont restrict your cpu usage until unless you are having destructively high cpu temperatures under load

It depends on what (CPU/GPU) is causing most of the heat. If it's the CPU, then underclocking the CPU will help temperatures and reduce throttling. Most gaming laptops share a heatsink between the GPU and CPU, and the GPU can cause the CPU to throttle (and vice versa). If it's the GPU (higher end gaming laptops), then underclocking it with something like MSI Afterburner will help with temperatures and throttling.

It really depends on which laptop you have and which game you are playing.

I have a ROG G53SX-A1, with GTX 560M and intel core i7-2630QM 2 Ghz ,

initially , The fan in the right side used to run 30% of the time and now it runs 70% of the time. I wanna send it out to be cleaned, I wonder if I should repaste the GPU and/or underclock CPU&GPU. Other reason is that I want to increase the longevity of the laptop because i heard that heat kills laptops. I even bought a cooling pad.
