No voltage at rear USB ports

Hi! So today i got my gaming mouse and decided to plug it in. On the case it says its a plug and play so i turned off my pc plugged it in and started it , since then the rear usbs have no power. I use my front ones in order to use the mouse. I measured voltage at rear usbs , it gave me a result of 0.32V. The jumper JUSBPOWR on the other side has completely stable 5.02 Volts. The 5V line of the psu is rock-solid 5.01V so i don't think the psu is the problem. The 8 connectors for front usbs on the mobo have the same solid 5V , only the back ones are at the 0.32V. The mobo is MCP6P M2+
 
I am assuming that you are talking about the ports on the back I/O of the motherboard, and not a pci card or a pci slot usb ports attached to a usb header:

I have seen a few motherboard bios with the ability to turn off the back usb ports.

If there is no setting in the bios then the motherboard is bad and there is nothing you can do to fix dead ports on the I/O of a motherboard
