I replaced my PSU and GFX and my CPU has started Overheating

Today I did two changes to my config:
1. Replaced the old PSU with a new Corsair VS550
2. Replaced my old 9600gt with a GTX 560Ti 1 GB

The problem is that the CPU temperature shoots up on being loaded (I use my rig mainly for Gaming purposes). As soon as i start putting load on the CPU the temperature is shooting up to the maximum allowed i.e., 69-70 degrees centigrade. Normal usage temp's are 23-30 degrees C.

I don't think this is normal as i read in some forums that the max temp for AMD FX4100 is 70 degrees.

This is my pc config:
AMD Fx-4100, 3.6 ghz
Asus Mobo M5A88M
2x4gb Corsair RAM, 1333MHz
Corsair VS550W PSU
Nvidia GTX 560ti, 1GB

Is there any power supply and usage mismatch?

Is there a cooling problem?
or
I recently cleaned the CPU's surface and there was no thermal paste left (worn off), is this creating problems?

Please help, i'm afraid that i might fry my CPU.
 
Solution
You need to replace the thermal paste after you clean them, or re-paste them after a year or 2 as they are worn out as you've described.
CPU coolers are not meant to run without thermal paste, thermal paste acts as a heat transfer from the CPU block to the heatsink.

Ok.. i will apply a new layer of thermal paste maybe in a day and get back on the results.

In the meantime are u sure its only the cooling and not any kind of power supply/requirement mismatch?
 
Nope, it's not likely for that to happen.

Only PSU can only damage or not supply enough wattage, but will probably never be able to heat it up for random reason. On the other hand, running CPU cooler without thermal paste is pretty much the same as running without it. The paste is a really important heat transfer, right now, the CPU block can't transfer any heat to the heatsink and it's just constantly exhausting heat.
