I doubt there is any way to get good enough parts for High Settings BF4 and stream at the same time for that price range.
Probably the reason why there are no responses here.

This should be capable of doing it but the case is cheap and i think it's not that silent.
You could also got with an GTX750 (or ti version) or a 760.

If its just CPU, Mobo and Case:

PCPartPicker part list / Price breakdown by merchant / Benchmarks

CPU: Intel Core i7-4770K 3.5GHz Quad-Core Processor ($309.99 @ Newegg)
Motherboard: MSI Z87-G45 Gaming ATX LGA1150 Motherboard ($129.99 @ Newegg)
Case: Fractal Design Define R4 w/Window (Black Pearl) ATX Mid Tower Case ($89.99 @ Newegg)
Total: $514.97
(Prices include shipping, taxes, and discounts when available.)

The i7 4770K is great for streaming because of more threads compared to the commonly used i5 4670K.
I do recommend getting a aftermarket cooler with these CPU's since they are meant for overclocking, and the stock fan is just bad.

Fractal Design R4, look up some reviews of it on youtube and you'll see it is really quite.

BF4 also benefits from more cores. So the i7 4770K would be a nice choice for it aswell.

Those 2 CPU are great aswell. The i5 4670K is currently the best in price / performance for high end gaming.
And for the i5 4670K stick with the MSI mobo i linked. It's a great price / performance one. Gigabyte has a great on aswell in the 130$ price range but it's a micro atx. I am not that great with AMD mobo's. But if your budget allows you an intel CPU. Get the intel one. :p
