rome 2 fps problem

I can't get over 30 fps in Rome 2 no matter what settings I set it to.
Any ideas on why ???
Is it locked to 30? how can I unlock it?
System:
Windows 8.1
8gb ram
2gb graphics card over-clocked 7670m
720p screen
I7 3rd gen
Any help is appreciated :)

Shouldn't be locked to 30 unless Vsync is on and for some reason your refresh rate is at 30hz. But I'm guessing you're on a laptop since you have a mobile version of a video card, which means you really can't expect the best fps. Lowering your settings is about the only way you should see it go up.
