Which of the 7000 series Kaveris is it? It sounds like you have more gfx card than your APU's processor can keep up with. The R9-290 needs a powerful CPU and subsytem to wring the most out of it.
Having said all that, check to see how many items are in your tray that you can disable. Then check your System Configuration/Start Up to see how many boxes are checked. See if you can un check as many as you are familiar with. Finally, run CCleaner to get rid of resource wasting crap and registry errors.
