New Heatsink Computer Freezes Constantly

I installed a Hyper 212 Plus and my computer's performance slowed down dramatically. Usually when i get problems, i like to do a reformat and a clean install on the hard drive, so I did a clean install of windows, booted it up and things got worse. Now my computer freezes for minutes at a time, the mouse looses input sometimes my USB ports dont work, my CPU cores randomly go under 100% load and all my free RAM is being used.

Originally, i put way too much thermal paste and it did spill over on top of the CPU unfortunately. And when i removed it, it got under the CPU as well. I cleaned both sides with an alcohol pad and let them dry before re-installing it. (How bad is that idea?)

I read on another thread here that a guy had problems with the same CPU and heatsink, but his whole computer didnt boot and everyone believed it was a PSU issue but i have a 600watt PSU.

Anyways, here's my computer specs:
Intel Core 2 Quad Q6600 2,40GHz
G-Skill Rip Jaw Series 1066 8GBs (2x 4GB sticks)
GTX 550ti GPU
Thermaltake PurePower 600AP PSU
Seagate 3TB HDD

Also, I'd like to post some pics but its asking for a URL and the pics aren't hosted.

Also my core temps are about 38c at idle and 56c under load.

The hyper 212 Plus is a very good air cooling system - Although large and can be tricky to install on some MB's

Check in bios or install Speccy, Core Temp or Fan Speed - (and check your CPU Temp)
If your Temp is high you cpu will be down clocking and eventually shutdown

Reason for this if the Heat sink it not sitting correctly or thermal paste is somewhere it should not be
You only need a drop of thermal paste - about the size of a round plastic pin head (1 Lego knob) not much at all

My core temps have been lower than ever. My temps under load now, are what my temps at idle were before. That said, it idles around 38c; and 56c under load.

You did install your MB Drivers? & Usb Drivers

This almost sounds like a Virus

What OS are you using?
Looking at the 212 heat-sink it not touching any components on the MB?
Check your USB cables to MB that you plugged them back correctly?

Definitely spilled thermal paste. Didn't see any in the socket or on mobo. Got on both sides of CPU though and cleaned with alcohol pads and let it dry.
