X79 Sabertooth No Post, Boot device LED wont turn off

as the title suggests, after getting my psu back on warranty and setting everything up on a box to do a test of everything, the motherboard wont post BIOS.
the big green led turns on, a red one which is located under one of the gpus turns on, then off after a short time, then the Boot device led turns on and stays on. It just stays there and nothing happens, no screen activity, all i get is a "beeeeeeep beep beep beep" from the speaker.

i am currently running just 1 gpu, 1 stick of ram (4gb), 1 SSD and 1 fan on the cpu cooler, so its as minimal as i can get it.
this is the first time i have encountered this problem with this machine.

It was replaced. some point over Jan i had a blackout or a surge (im not totally sure which) and my pc took a blow. The motherboard has been replaced, 2 of the 4 ram sticks got replaced also. the only odd thing is the graphics cards were working fine before i took the psu back, so for them to stop working now is odd.

Ill take the card out and re-seat it etc, see if that does the trick

no, no, sorry, i mean 1 long beep and 4 short beeps.

i also just tried ram sticks in all the other slots, with no success.
