disadvantages of low watts psu ?

after 2 years when i check carefully i found my computer PSU is only 250 watts.
but when i check online how much watts i need to run all my hardware it was 350 watts ..
so whats disadvantages of low watts psu ?

is my PSU is saving electric bill for me ?..

is my hardware not running with full capability ?

is 450 watts new PSU(http://www.corsair.com/en-us/vs-seriestm-vs450-450-watt-power-supply) cost more on electric bill than before?

The problem of running an insufficient power supply is not only are your components not getting enough power, you could blow out the power supply trying to supply enough, and in turn fry some of your expensive components.
