problem with windows 8.1 evberyhthing runs full speed the fans , ghz of proccesor

hello i have recently installed windows 8.1, and everything runs full speed the fans of my processor i have of stock cooler evo 212 and in amd ovedrive normal your processor runs at lower speed when idle but now it runs full 4.2 mhz all the time, while doing nothing.
in windows 7 i had no problems but 8.1 tons how to fix??

mobo: asrock 970 extreme 3 r2.0
amd fx 8350 processor
16 gb corsair vengeance (1600)
gtx 770
case, aerocool mechatron black

Shouldn't all of that stuff be running full speed, anyway? I mean...Windows 8 hasn't done anything like that for me. Unless your PC just sounds like three jet engines. I'm not sure if Windows has the power or options to control fan speeds by itself, since you have to use third party software for fan control. Double check your bios, for I know some bios has fan control. Your bios may have been reset someway, somehow. Check that and let us know what you find.

Agreed on starting at BIOS-level. Also, tools like AsRock Xtreme Tuner (AXTU) and SpeedFan give you cpu/casefan control, if your chipset is supported. Also for nvidia GPUs tools like Palit Thundermaster can give manual fan control, again, if supported. The latest version even allows custom fan profiles.
