Windows 8.1 log-in problem....HELP!

I installed Windows 8.1 from the installation DVD. Then after some days I installed Tuneup Utilities 2014. Yesterday morning, since my laptop is relatively slower for the works that I do (Adobe Photoshop, Adobe After Effects etc.), I turned in the 'Turbo Mode' option offered with the Tuneup Utilities program that is supposed to speed up my system. The, after a while when I turned on my laptop, it does not start anymore. It starts up til the point where I can type my password. Then it goes to a blank menu.When I press the Windows button from the keyboard, it shows the metro start screen for a second and then vanishes, when I press other shortcuts, for example the Alt+Tab or Task manager, they do show up for a second too and then vanishes.

I really need to get this fixed as soon as possible. I even tried the refresh your pc thing from the installation DVD but that does not even start! I tried the start up repair, and also the system restore options but none of them can initiate properly...

Please someone help me! Thanks in advance. (This is my first forum post here in this site so please be patient with me. Also, currently I am typing from someone else's pc...)

Thanks for your reply. Actually, I installed Tuneup a few days after I installed Windows 8.1...When I try to do the system restore I can only see 3 restore points which are about 1+ months after I've installed it.
Is there any way I can see more restore points? (*I never turned off my system restore point so I believe that there has to be a way I can restore to a much earlier point than the ones shown.)

Oh, and one big problem is when I DO TRY to restore to the points already shown, it does not end successfully.
It shows this message a few minutes after it's started:
"An unspecified error occurred during system restore. (0x8007051a)"

Since I can't even login to my Windows (I can't see anything/nothing shows up after the password screen and after I enter my password) the only thing I thought I could do is try system restore and refresh my pc from the "Repair Computer" option from the Windows 8.1 installation DVD.

Is there any way I can boot into Safe mood at this point? Furthermore, since the normal Windows is not booting up properly, don't you think that there is a high chance of Safe mode not starting up properly as well?
