Solution
Basically here you go. I don't want to go searching through Indian websites in the USA.

For AMD: get a 990 chipset board by ASUS, Gigabyte, ASRock.

For Intel: get a z87 board from the same brands. MSI is alright here as well.

In a country like India Intel is way too much overpriced than Amd. Few months ago I made up a 65k build with fx 8350 and r9 280x for me. So I would recommend amd cpu for you because you won't be able to play on ultra with 4670k and 270x toxic, but you will be with fx 8320/8350 and r9 280x.
Considering the budget I made a better choice going with amd. I would suggest you to do the same unless you really wan't intel cpu.

but for doing 3d works intel processors are used but for gaming amd processors are used i want to do both works and intel is good for creating games and 280x has low mhz than 270x toxic

Intel is better than AMD overall but for gaming they're around the same. AMD is good at multitasking stuff up until a certain budget. Once that budget is exceeded Intel completely tears AMD apart. Intel are where you go for CPU performance if you have a decent budget.

You won't be able to build that great gaming machine if you go with 4670k because of your budget. That's quite low for hasswell and also ivy bridge in India. So you are better off going with fx 8320 and r9 280x, rather than 4670k and gtx 760.
