Can I format this disc or is it broken?

I am going to burn an OS disc, but it keeps saying "4.37gb out of 4.38" and I cant burn Windows to it since it is not "Empty". I have tried formatting, but that just makes it worse... Do I grab a new disc or is there a solution? thanks

I was under the impression that Windows has a "lock" on it and cannot be copied. I may be wrong, but I do believe that I am correct.

My IMGburn says "Disk not empty" And it has nothing to do with any files. I just put a blank disc in and I get the same issue...

I think I solved it, I formatted it as "Mastered" instead of "USB Flash Drive"

Read this. It lists four ways to format a CD-RW. Perhaps another method of formatting will work.
