Shadow bugs in some games

I need help figuring out what's causing this, since I can't find anyone else with the same problem. I tried reinstalling drivers, and dusting my PC, and both did not work.

Sorry for it being so minimal. I had a lot typed out, but it all got lost during the password retrieval for this account. If you want more specific info, just tell me.

Green specks? I'm not sure what you're seeing. In Spec Ops (the first set of pictures), the character model's have odd zebra-like stripes on them. In the Metro games, some lit objects have lines across them. I just want to be sure if it's a problem in the game engine, or that it's hardware/software related (if my card is failing, or the latest drivers are messing things up).

So that's the proper definition? I was searching around with that term, and found others talking about AA and texture shimmering. Is what I have shadow shimmering? Shadow map shimmering?
