Hello, my keyboard on my computer no longer seems to be function properly. There is a 1-2 second delay in between my key press and the character coming up on the screen. When I start typing, it will also miss the first few characters. My normal keyboard, a Corsair K90 starting doing this, so I plugged in an old hp ps/2 keyboard. Same thing is happening. In bios there is no delay and in safe mode there is no delay. What has gone wrong and how can I fix it?

do a full AV/Trojan/Malware sweep of the system in Safe Mode.... Sounds more like a keylogger or other malware

Scanned with MSE, Malwarebytes and Spybot S&D. This did not fix my problem. I noticed this around the time of installing Windows Updates and changing my display language, although it might have been before that. I simply noticed after these were done. Any other suggestions?

I fixed the problem. Ran msconfig and disabled all startup programs then reenabled them one by one until the problem started happening. It happened to be caused by a problem called Style Jukebox.
