Can I go from XP pro to Vista Buisness?

I bought a laptop that had Vista Business but it was downgraded to XP pro by the store before I bought it. Now that XP is no longer supported can I use the sticker on the bottom of the laptop to re-install Vista?

Yes, you can use the sticker to reinstall Vista. Just be sure you have the install media. It is possible there is a recovery partition available which would require pressing a key or a combination of keys to initiate on start-up. It may tell you the key(s) at the POST screen. Otherwise, just boot off the Vista disk and do a clean install.
