4770k low wattage use

I have a 4770k, and I was running a few benchmarks the other day. Intel burn test, cinebench, rendering videos, and I noticed in core temp the max power consumption was only 46 watts. I am wondering if this is correct, because the cpu is supposed to have a tdp of 84 watts, and I want to make sure it is functioning ok before I begin to overclock.
My motherboard is an MSI Z87-G45

I figured people in this forum would be knowledgeable about cpu power useage.

Is it normal for a cpu to use around half of its TDP at stock clocks while running stress tests?

your CPU cooling system is designed for a 84W TDP, which means that it can dissipate up to 84 watts of heat without exceeding the maximum junction temperature which is 105C. if you reach that, cpu will shutdown to prevent damage. so the watts you are reading are within limits and so is your temps.!
overclocking will increase voltage thus watts and temps! also that varys from cpu to cpu as a better one with the same volts can run at greater speeds and still remaining within the its rated TDP. so two same processors on the same mobo under the same cooling can provide different consuption.
