Need Help: Emergency

So, i go a new motherboard in the mail yesterday from newegg.com. The reason i had to get a new one was because i didnt properly ground the motherboard the standoffs and it killed the motherboard. So now, even with new motherboard, my system wont boot. The cpu/psu fan start to spin and then the system stops moving. Please help me. Please tell me i didnt break someting else when i shocked the motherboard. Please....

Asrock extreme 4 mobo
i5 3570k
750w rosewill gold rated psu
1600mhz g.skill RAM

These are the only components i have plugged in atm and the only new different part i have is the motherboard.

I have a speaker plugged in and i dont get any sound. Literally the system runs for maybe half a second. I tried using one RAM stick and such but to no avail. Is there anyway that i can isolate the problem any further? or maybe remedy somehow? if not could you tell me how newegg deals with customer damaged goods? i assume that they wont give any sort of refund even if it is within 30 days.
